National High-Tech Enterprises are those that engage in continuous research and development and commercialization of technological achievements within the "High-Tech Fields Keyly Supported by the State," forming core independent intellectual property rights and operating on this basis. These enterprises typically have significant advantages in technological innovation, research and development, and industrial upgrading, and are an important force in promoting regional economic development and technological innovation. According to the "Administrative Measures for the Identification of High-Tech Enterprises" (National Science and Technology Commission [2016] No. 32), national high-tech enterprises must meet the following conditions, including but not limited to: the enterprise must have been registered for more than 1 year at the time of application, obtain core intellectual property rights through independent research and development and other methods, reach certain standards in the proportion of R&D expenses and high-tech product (service) income, have scientific and technical personnel accounting for no less than 10% of the total number of employees of the enterprise in that year, and the enterprise's innovation capability evaluation should meet the corresponding requirements.
